A leaking air conditioning or refrigeration system is not just an efficiency problem. It can interrupt operations, increase energy use, affect staff comfort and create a compliance issue. This F-gas compliance guide sets out the practical responsibilities facility managers and building operators need to manage across commercial and industrial HVAC systems.

For most sites, the priority is straightforward: know what equipment you have, use appropriately certified personnel, keep accurate records and deal with faults before a small refrigerant loss becomes a costly breakdown. The detail matters, particularly where a site operates several split systems, VRF equipment, comfort cooling units, cold rooms or process cooling equipment.

What F-gas compliance means in practice

F-gases are fluorinated greenhouse gases used as refrigerants in many air conditioning, heat pump and refrigeration systems. Their environmental impact can be significant if they escape into the atmosphere. F-gas rules therefore control who can install, service, repair, recover refrigerant from and decommission relevant equipment.

For a building operator, compliance is not achieved by filing a certificate away at installation. It is an ongoing maintenance responsibility. Your systems need to be installed and maintained by properly qualified personnel, checked for leaks where required, and supported by service records that can be produced if requested.

The rules apply according to the refrigerant charge and its global warming potential, commonly expressed as tonnes of CO2 equivalent. This means two systems with similar refrigerant weights may have different inspection requirements because the refrigerants have different environmental impacts. Do not assume that a small unit is automatically outside the scope of the regulations.

Start with a complete equipment register

A current asset register is the foundation of workable F-gas compliance. It should identify every piece of relevant equipment on site, including outdoor condensing units, VRF systems, packaged units, heat pumps and refrigeration plant. Where systems serve several areas, record the individual circuits rather than relying on a broad description such as “office air conditioning”.

For each asset, keep the make, model, serial number, location, refrigerant type, refrigerant charge and calculated CO2 equivalent. Record the installation date, the contractor responsible, the next planned maintenance visit and any leak detection system fitted. This information helps a contractor determine the required leak-check schedule and gives your team a clear picture of ageing or higher-risk equipment.

The register should also show equipment that has been removed or replaced. Out-of-date records are a common weakness, especially after office refits, plant room upgrades or emergency replacements. A unit that no longer exists should not remain on the compliance schedule, while a newly installed system must be added promptly.

Use certified engineers for refrigerant work

Refrigerant work must be carried out by appropriately certified personnel. That includes installation, commissioning, leak testing, refrigerant recovery, servicing where the refrigerant circuit is opened, repair and decommissioning.

This is not an area for a general maintenance operative or an unqualified subcontractor. A poorly executed repair can cause repeat leaks, damage components and leave incomplete records. It may also invalidate manufacturer requirements or create problems when an insurer, auditor or landlord asks for evidence of maintenance.

Before appointing a contractor, confirm that the business and engineers hold the relevant F-gas certification and that they can provide clear service documentation after every visit. For multi-site operators, consistency is valuable. A contractor that understands your asset register, site access rules and operating hours is better placed to spot trends before they affect uptime.

Plan leak checks around the equipment, not convenience

Leak checks are determined by the system’s CO2 equivalent charge, equipment type and whether automatic leak detection is installed. The correct frequency must be assessed for each item of equipment. A blanket annual visit may be suitable for some sites, but it is not automatically sufficient for every system.

A planned maintenance programme should combine the required leak checks with operational inspection. Engineers can check refrigerant circuit condition, electrical connections, condensate drainage, filters, coils, controls and general performance during the same visit. This reduces avoidable call-outs and helps maintain capacity during periods of high demand.

If a leak is found, the correct response is not simply to top up the refrigerant and leave. The leak should be repaired without undue delay, followed by a verification check where required. The cause matters. Vibration, corrosion, damaged pipework, poor joints, worn valves and accidental impact can all lead to recurring refrigerant loss if the underlying fault is not addressed.

Keep records that stand up to scrutiny

F-gas records need to be more than an invoice marked “service completed”. For relevant equipment, the record should show the quantity and type of refrigerant installed, added or recovered; the dates and results of checks; details of leaks and repairs; the identity of the certified engineer or company; and confirmation of any recovery work at decommissioning.

Store these records in one accessible place, whether that is a site compliance folder or a controlled digital system. Facilities teams often lose time because documents are held by different contractors, individual managers or former site staff. Central records make audits easier and allow a replacement contractor to take over safely if needed.

It is also sensible to retain commissioning documents, pressure test results, maintenance reports and manufacturer information alongside the F-gas log. These documents are not interchangeable, but together they provide a useful maintenance history and support better decisions on repair versus replacement.

Factor refrigerant choice into replacement plans

F-gas compliance is not only about maintaining existing systems. It should influence capital planning. Refrigerant availability, equipment age, energy performance and the long-term serviceability of a system all need consideration when planning a major repair or replacement.

Older equipment can remain serviceable where it is properly maintained, but a repeated leak, poor cooling output or rising energy use may change the financial case. Continuing to repair an ageing system can be the right decision where the fault is isolated and parts remain available. Where failures are recurring, replacement may offer better control of operating costs and compliance risk.

For new installations, ask the contractor to explain the refrigerant used, the system’s anticipated maintenance needs and the practical implications for future servicing. The lowest upfront quotation is not always the lowest-cost option over the equipment’s working life. Accessibility for maintenance, spare parts, capacity control and quality of installation all affect long-term performance.

Give site teams clear reporting procedures

Staff should know what to report. Hissing pipework, oil staining around joints, ice build-up, reduced cooling, unexplained temperature swings, unusual alarms and repeated need for call-outs can indicate a refrigerant issue. They should not attempt to repair pipework, add refrigerant or interfere with controls.

A simple escalation route helps: report the asset location, the symptom, when it started and whether the area is operationally critical. This allows the service contractor to prioritise correctly. In a server room, production area, retail floor or food storage environment, a loss of cooling can quickly become a business continuity issue.

Emergency support has a place, but it should not replace planned maintenance. The strongest compliance position is built through regular inspection, accurate records and early intervention, not repeated reactive repairs.

Make compliance part of planned building management
